Texas is experiencing one of the most significant technology infrastructure expansions in the United States. Across the state, investment is flowing into data centers, semiconductor manufacturing, artificial intelligence, advanced computing, energy capacity, and digital infrastructure. In November 2025, Google announced a $40 billion investment in Texas through 2027 to expand cloud and AI infrastructure, including new data center campuses in Armstrong and Haskell Counties. Semiconductor manufacturers are also expanding their presence, while new AI computing and manufacturing projects are connecting Texas more closely to the infrastructure behind the next generation of digital services.

This growth builds on an already substantial technology ecosystem. The Texas Economic Development & Tourism Office describes Dallas as one of the world’s largest data center markets and identifies artificial intelligence, cybersecurity, semiconductor manufacturing, and advanced technology as areas of continued expansion across the state. Texas combines established technology markets such as Dallas-Fort Worth and Austin with rapidly developing infrastructure in Houston, San Antonio, Abilene, Sherman, Taylor, and communities further west.

For businesses operating in Texas, the implications extend far beyond the technology sector. Greater computing capacity, stronger regional supply chains, and expanding access to cloud and AI infrastructure can create new opportunities to automate operations, modernize applications, use data more effectively, and scale into new markets. In December 2024, the U.S. Department of Commerce announced a CHIPS incentive award supporting Samsung’s planned investment of more than $37 billion in Central Texas. The plans include two leading-edge logic fabrication facilities and an R&D fab in Taylor, along with an expansion of Samsung’s existing Austin operation. The Department of Commerce estimated that the projects could support approximately 12,000 construction jobs and more than 3,500 manufacturing jobs within five years.

Texas Instruments is expanding semiconductor production as well. Its Sherman, Texas, manufacturing site is designed to eventually include as many as four connected 300-millimeter wafer fabrication plants. The first, SM1, began production in December 2025 and is expected to produce tens of millions of analog and embedded processing chips each day as production ramps.

The significance of these investments extends through the surrounding economy. Advanced manufacturing facilities require suppliers, engineering services, logistics networks, construction expertise, cybersecurity, reliable connectivity, data management, and specialized technical talent. Large infrastructure projects can therefore create demand for digital capabilities far beyond the companies making the original investments.

Artificial intelligence is strengthening that effect. In April 2025, NVIDIA announced plans with manufacturing partners to produce AI supercomputers in Texas, with facilities involving Foxconn in Houston and Wistron in Dallas.

These projects illustrate an important feature of Texas technology growth: computing, manufacturing, energy, data, and digital services are increasingly developing as parts of the same ecosystem.

Data Centers Are Becoming Part of Texas’ Economic Infrastructure

The rapid growth of Texas data centers reflects a much broader transformation in how businesses consume technology.

Every cloud application, AI model, digital transaction, analytics platform, collaboration tool, and connected system ultimately depends on physical computing infrastructure. As organizations move more workloads online and generate larger quantities of data, the infrastructure supporting those activities must expand with them.

The state’s Information Technology & AI overview specifically points to accelerating AI demand as a driver of data center investment and highlights the continued expansion of the sector across Texas.

The geography of the market is also changing. Infrastructure development is increasingly reaching communities beyond the established Dallas and Austin technology corridors, connecting smaller regional markets with large-scale digital investment.

For businesses, proximity to a growing infrastructure ecosystem can provide greater choice in cloud connectivity, colocation, disaster recovery, and high-performance computing resources. It can also make advanced technologies accessible to organizations that would never build equivalent infrastructure internally.

The strategic question is therefore shifting from whether computing capacity exists to how effectively businesses can connect their own systems, data, and applications to it.

AI Is Raising the Requirements for Enterprise IT

The growth of AI infrastructure across Texas coincides with a major change inside organizations themselves.

AI has moved rapidly into business functions ranging from customer service and cybersecurity to finance, operations, marketing, software development, and knowledge management. According to McKinsey’s 2025 State of AI survey, 88 percent of respondents reported regular AI use in at least one business function, while nearly two-thirds said their organizations had yet to begin scaling AI across the enterprise.

That gap between adoption and scale is important.

Experimenting with an AI application can require relatively little infrastructure planning. Embedding AI into business processes requires reliable data access, integration between systems, appropriate security controls, clear governance, sufficient computing resources, and an operating environment that can support changing workloads.

By 2026, the infrastructure implications were becoming even clearer. McKinsey estimated that IT infrastructure costs could increase two to three times by 2030 as AI workloads expand, placing additional pressure on technology leaders to improve scalability and efficiency while controlling cost.

Data quality presents another obstacle. In its 2026 analysis of the foundations required for agentic AI, McKinsey reported that eight in ten companies identified data limitations as a barrier to scaling agentic AI.

For businesses in Texas, this changes the infrastructure conversation. AI readiness involves the full technology environment: compute, data architecture, storage, networking, security, integration, and governance.

Organizations that strengthen those foundations now will have considerably greater freedom to adopt new AI capabilities as they mature.

Cloud Strategy Is Becoming More Selective

The expansion of cloud infrastructure in Texas also reflects a more mature stage of cloud adoption.

For many organizations, the objective is no longer simply to move as much infrastructure as possible into the cloud. Businesses are increasingly deciding where each workload performs best.

The technology boom is also producing a less visible form of infrastructure pressure: data growth.

Cloud applications, cybersecurity systems, connected devices, video, analytics platforms, digital transactions, AI applications, and everyday business processes continuously generate new information. Over time, that information becomes distributed across databases, SaaS platforms, employee devices, cloud environments, backup systems, and on-premises storage.

Capacity is therefore only one dimension of the problem.

Organizations also need to understand which information they possess, where it resides, how frequently it is accessed, who should have permission to use it, how long it needs to be retained, and how quickly it can be recovered.

These decisions increasingly connect storage optimization, data lifecycle management, governance, cybersecurity, and AI readiness.

More infrastructure also creates more connections between people, applications, devices, cloud services, and data.

Those connections increase the importance of security architecture. Identity management, network controls, endpoint protection, system monitoring, backup, recovery, and incident response all need to evolve as the technology environment becomes more distributed.
